1996-1997: The General retires

Since the school was in formative years, oOn taking over the of prestigious training institute, it was realized that in addition to training of all ranks, other major issues like coming up of infrastructure, liaison with civil authorities, laying down of standard operating procedures etc. was equally important as the school was in formative years. Above all this, was morale factor of all ranks.
Above all this, it was important to uplift the morale of the ranks. Due to bad weather during most of the year, bad connectivity with north, very limited accommodation in the campus, bad and limited availability of water and electricity, and nearly no entertainment resources were some of the reasons for low morale this. On completion of Long Gunnery Course no one wanted to stay as instructor in the school. This was very disheartening as earlier in Devlali it used to be a tough competition amongst students to get recommendation to be instructor atin the school. These were very serious issues and required immediate attention..A camera team was sent to take photographs of all irregularities and theft electricity and water on the entire route from source from where electricity and water was being provided to the School. Photographic proof was sent directly to the state secretary of the department concerned. High level meetings with state authorities were held. This resulted in improvements. Availability of electricity to some extent reduced bad weather effect as now fans were working.

Organization of outdoor training was restricted to cooler early morning hours or shade. Every course was provided a study room equipped with table lamps, chairs and tables. Rostrum too was made available for practicing teaching practices.
Sports activity was given a boost. Adventure activity and training was started. At Chhatarpur lake on our request infrastructure was built by civil govt for aqua adventure trainingactivity. Number of ladies especially officer’s wives volunteered to take part in aqua based adventure and Para sailing.

As annual summer vacation in schools was approaching, a ‘sammelen’ of children was organized with heavy tea to ensure maximum attendance. ‘Sammelen’ was presided over by commandant. Children were encouraged to come out with their requirements to learn and develop hobbies, and to remain fruitfully occupied. All demands like provision of sports kit, computer training, dancing /painting classes etc. were met.

Shopping complex was improved giving importance to requirements of the garrison; Ice making machine was installed to provide ice to families. Interaction with JCOs and jawan’s by officer’s families was encouraged. First lady of the institute started visiting families. Points from families were coming to commandant’s notice on daily basis. All round improvements were noticed. To improve liaison with state govt, school hosted state conference to be presided by Chief Secretary. Conference was attended by all officers of the state, down to Deputy Commissioners.
It was generally believed that if all round development that took place at Gopalpur on Sea, it was in 1996-97.By the time officer left the institution on superannuation, there was tough competition amongst students to get the recommendation to be instructor and stay back on completion of the concerned course.

On 30 Dec 1996, Shree.Narsimha Rao came to Beerrhahampur to meet Congress party big gunsand to finalize if he could contest elections from Berhampur. The PM spent a full complete day atinthe institution ADGM school. The Chief Ministerand othernumber of politicians too were present as well. The . Commandant discussed the rail connectivity point with the CM.

Army Air Defance was authorized only one Lieutenant General. So, time to retire was approaching. Having put in 34 years and more than 9 months of active service, the officer retired on 30 Sep 1997.

Had very smooth and memorable time – sweet and only sweet memories. On 30 Sep 1997 at 1215 hours uniform was removed and the officer became a veteran. Uniform being worn for 37 years (Including training period) and one was so proud ofit, no more could be worn. Veteran Maj Gen left the institute and drove to Bhubaneswar to take flight to Delhi on 01 Oct 97.
